Data Warehouse dan Analytics Dashboard untuk Peningkatan Kualitas Informasi dan Kapabilitas Manajerial pada Instansi Kesehatan Pemerintah Daerah: Evaluasi Berbasis Model DeLone & McLean (Studi Kasus: Dinas Kesehatan Kota Surabaya)

Transformasi digital di sektor kesehatan menghasilkan volume data yang sangat besar, namun pemanfaatannya sebagai dasar pengambilan keputusan strategis masih menghadapi kendala akibat fragmentasi sistem informasi dan rendahnya integrasi data. Kondisi tersebut menyebabkan proses pelaporan menjadi lambat, rentan terhadap kesalahan, dan mengurangi kualitas informasi yang dibutuhkan manajemen. Penelitian ini bertujuan merancang dan mengembangkan Data Warehouse serta Analytics Dashboard untuk mengintegrasikan berbagai sistem informasi kesehatan di Dinas Kesehatan Kota Surabaya, sekaligus mengevaluasi efektivitas implementasinya berdasarkan Model Kesuksesan Sistem Informasi DeLone & McLean. Penelitian menggunakan pendekatan Design Science Research Methodology (DSRM) melalui tahapan identifikasi masalah, perancangan artefak, demonstrasi, evaluasi, dan komunikasi hasil. Evaluasi dilakukan terhadap 93 responden menggunakan kuesioner skala Likert, dilengkapi wawancara semi-terstruktur, serta dianalisis menggunakan statistik deskriptif, uji validitas, reliabilitas, dan korelasi Spearman. Hasil penelitian menunjukkan bahwa Data Warehouse berhasil mengintegrasikan data dari empat sistem informasi kesehatan ke dalam satu sumber data terpadu (single source of truth), sedangkan Analytics Dashboard mampu menyajikan informasi yang akurat, konsisten, dan mudah dipahami. Seluruh variabel memperoleh nilai rata-rata di atas 4,00, dengan hubungan positif yang kuat antara System Quality dan Net Benefits (?=0,745; p<0,001), serta Information Quality dan Net Benefits (?=0,744; p<0,001). Disimpulkan bahwa implementasi Data Warehouse dan Analytics Dashboard secara signifikan meningkatkan kualitas sistem, kualitas informasi, serta kapabilitas pengambilan keputusan berbasis data pada Dinas Kesehatan Kota Surabaya.
