Evaluasi Kinerja Mobile Reader dan Single Lane Free Flow pada Gerbang Tol JORR-S: Analisis Operasional, Kepuasan Pengguna, dan Biaya Kepemilikan Studi Kasus di Gerbang Tol Ampera 1 dan Cilandak Utama 2, Jakarta Selatan

Penelitian ini mengevaluasi efektivitas sistem Mobile Reader (MR) sebagai intervensi operasional situasional dan Single Lane Free Flow (SLFF) sebagai alternatif transaksi nirhenti permanen, dibandingkan sistem E-Toll eksisting sebagai kondisi dasar, efektivitas operasional, kepuasan pengguna, dan efisiensi biaya. Metode yang digunakan adalah studi kasus kuantitatif-komparatif dengan analisis waktu pelayanan, identifikasi jam puncak, model antrian M/M/c (Erlang C), analisis Customer Satisfaction Level (CSL), dan analisis Total Cost of Ownership (TCO). Pengamatan terhadap 1.974 transaksi kendaraan di Gerbang Tol Ampera 1 dan Cilandak Utama 2 menunjukkan bahwa MR yang diaktifkan petugas saat antrian memanjang menghasilkan waktu pelayanan 12,72 detik (5,6% lebih lambat daripada E-Toll 12,04 detik pada gerbang yang sama), sedangkan SLFF, yang pada periode penelitian hanya tersedia di GT Cilandak Utama 2, mencatat waktu pelayanan 3,80 detik dengan koefisien variasi 7,8% (paling konsisten). Berdasarkan data terverifikasi PT Hutama Karya, SLFF merupakan sistem dengan biaya kepemilikan tahunan terendah (TCO Rp33,7 juta per unit per tahun), sedangkan tingginya TCO MR (Rp384,2 juta) mencerminkan struktur biaya kesiapsiagaan berbasis SDM untuk intervensi situasional dan bukan indikasi ketidaklayakan teknologi. Pada estimasi konfigurasi GT Ampera 1, kombinasi 2 E-Toll dan 1 SLFF menurunkan biaya menjadi Rp56,37 per kendaraan, memberikan estimasi penghematan 64,4% terhadap kondisi eksisting dengan estimasi masa pengembalian (basis arus kas) sekitar 5,2 bulan. Penelitian menyimpulkan bahwa SLFF berpotensi unggul secara teknis dan finansial sebagai solusi kapasitas permanen, sementara MR tetap relevan sebagai strategi mitigasi antrian situasional, dengan syarat jumlah lajur SLFF disesuaikan dengan volume tiap gerbang dan hasil simulasi transfer parameter diverifikasi lebih lanjut melalui observasi langsung.
